Code of Conduct

To protect your interests as a foreign student in the Netherlands, the Dutch universities and other institutions of higher education have drawn up a Code of Conduct International Student Higher Education regulating various aspects of their relations with international students. As signatories to this Code, the institutions must comply with all its regulations. Thus, institutions must provide international students with a clear and unambiguous picture of the Dutch university system and their place in this system, and of the details of the services (educational and otherwise) they are offering.
An independent National Commission has been set up to monitor the institutions’ compliance with the Code. It is our task to see to it that our educational system lives up to its promises. We therefore offer you this little brochure with the highlights of the code. We would advise you to read it carefully and use it when necessary. The complete text of the Code of Conduct can be found on our website: www.internationalstudy.nl.

The National Commission has been set up to monitor institutions’ compliance with the Code of Conduct. If you believe that a higher education institution has not acted in accordance with this Code of Conduct, you must first lodge a complaint with the competent authority of the higher education institution concerned. If you are not satisfied with their response, you can complain to the National Commission. Please consult the full text of the code and base your complaint on the articles mentioned in it.
